Even if it isn't, some app may need some process in the package installer. That's how Android works - if there's an app that's going to be in all phones (and no one, even if the phone is rooted, is going to uninstall the package installer), why wrote the same process into another app? That just wastes storage. Just load the app the process is in, so the app that needs it can use it.
It's Android, not Windows or even stock Linux. Storage is critical, RAM usually isn't. In a desktop, if you're getting low on storage, it's time to buy a larger drive. In a laptop (and a phone), it's time to buy another device. But with even just 4GB of RAM, most phones can handle anything out there today, and probably for a few years to come. (How many apps can you keep on the screen at one time?) The way Android is designed, if it needs more RAM, it just kills an app. Apps have to keep their current state stored at all times. When you bring the killed app to the screen again, Android runs it telling it to start where it left off. You think it's been running all that time. (A very few apps can't be killed, because they're actually doing things even when they're not showing on the screen. They're marked, so except in dire circumstances, Android will kill a different app.)

Or there any spyware app or Trojan doing this in my phoneIf you think you're phone was hacked, sign out of everything and turn it off. Go to a desktop and change your Google password first, enable 2 factor authentication, and go to a repair shop unless you're comfortable debugging a computer

@methodman89 if my phone is hacked and have spyware and if connected my phone to laptop then will spyware also get transfer to the laptop and start spying?

Most probably not. As they both have different operating systems.

@Hermes Hidayat this com.google.android.packageinstaller shown up in my Google activity 7 times on day that's why I am in doubt that whether my phone got hacked or it is just an normal issue

What do you mean by show up in your Google activity? From the notification bar? Is your Google PlayStore auto update turned on? What was the last app you installed before you realized this?
